What is a good affiliate tracking program to use?

I am looking to start an affiliate program for my website. I was wondering if there are any affiliate programs that will just charge a % of sales instead of monthly fees. I have looked at affiliateshop.com, and commissionjunction.com; but they seem to have high monthly fees. Has anyone had success with a cheaper option? [...]
